SAN FRANCISCO (KCBS) -- Lennar Corporation is offering to spend $2 billion in financial incentives to develop a new residential/commercial community at the old Hunters Point Naval Shipyard.

Proposals show plans to build about 10,000 housing units along with commercial and retail space. The builder is ready to put $2 billion into the pot to make the deal happen, including money for streets, parks, affordable housing, job training and other community enhancements. There's also a $100 million offer to the 49ers for a new stadium at Candlestick Point if they decide to stay in San Francisco.

“We certainly understand the importance of the 49ers to this city, the tradition, the history, etc., and they will ultimately have to make the decision,” said Kofi Bonner, a spokesman for Lennar.

Bonner says if the team leaves they'll build commercial space for green and clean tech businesses.

“We have an alternative plan. We are moving forward in the same level of analysis as the 49er Stadium,” said Bonner.

The shipyard development, whatever it turns out to be, would occur gradually over the next 15 years.
