Proposition G Wins and So Does the Community

The Bayview-Hunters Point community took a huge step forward on June 3rd when San Francisco residents voted overwhelmingly in favor of Proposition G – The Bayview Jobs, Parks and Housing Initiative. The measure, which authorizes the creation of hundreds of acres of new parks in southeast San Francisco, up to 10,000 new homes with 3500 priced below market rate, 8,000 permanent jobs, a permanent home for the Hunters Shipyard artists colony and a site for a potential new football stadium, was approved by more than 62 percent of the electorate in what was a convincing victory at the polls.

Proposition G was the culmination of decades of planning and community input into how best to restore and cleanup up the Hunters Point Naval Shipyard and restart the economic engine that once powered Bayview-Hunters Point. The community and the city have spoken with one voice, affirming a commitment to restoring southeast San Francisco after too many years of broken promises.

Now that the voters have had their say, the development plan for Candlestick and Hunters Point goes back before the Hunters Point Shipyard Community Advisory Committee, the Bayview Project Area Committee, the San Francisco Redevelopment Agency, the Planning Commission and the Board of Supervisors. The momentum and support that carried Proposition G on Election Day will need to be sustained through a series of key hearings and votes at City Hall over the next 12 to 18 months.

But the message to policymakers in San Francisco should be easy to read. Along with passing Proposition G, city voters also shot down a rival, poison pill measure – Proposition F. San Franciscans have made their choice and want progress, long delayed in Bayview-Hunters Point, to finally become reality.

Taking it to the Streets

A community coalition of residents, spiritual leaders and local businesses has filed ballot language for the June 2008 California primary election for the “Bayview Jobs, Parks and Housing Initiative.” This measure asks city voters to approve the revitalization of Candlestick Point and a possible new stadium site for The San Francisco 49ers at Hunters Point Shipyard.

The initiative would also repeal 1997’s Propositions D and F, which had authorized up to $100 million in publicly financed bonds for a new football stadium. Now under the new development plan described in the initiative, Lennar Urban would provide a site for a new stadium for the Niners at Hunters Point Shipyard without any impact on the City of San Francisco's general fund.

San Francisco City Attorney Dennis Herrera has already certified the measure for the June ballot with signatures being gathered over the next few months to qualify it for the election. Planned development would include between 8,000 and 10,000 homes, 350 acres of new parks and open space, a “clean tech” business campus, improved transit routes and a shoreline trail.

“Our community and our neighborhoods have waited far too long for the same benefits and opportunities that many other San Franciscans enjoy,” said Rev. Arelious Walker, pastor at the True Hope Church of God in Christ and a member of the African American Community Revitalization Consortium. “This is a chance for all of us to move forward together. It is truly an exciting and hopeful time.”

Carmen’s Back

Carmen Policy former general manager of the San Francisco 49ers during the team’s championship era, has joined the effort to develop a stadium at Hunters Point Shipyard and keep the Niners playing in San Francisco.

Mr. Policy is serving as a key consultant for both Lennar and the City of San Francisco, assisting with the effort to pass the Baview Jobs, Housing and Parks Initiative next June. The ballot measure will establish a new football stadium at Hunters Point and create affordable housing and retail at Candlestick Point.

Mr. Policy led a successful campaign in 1997 to pass a ballot measure authorizing a stadium-mall concept that was ultimately never built. Ten years later, he will now be leading the charge to build a new stadium for the Niners.

"I consider it unfinished business," Policy told The San Francisco Chronicle
last week when asked about his involvement in the ballot campaign.

Mr. Policy’s participation also won rave reviews from Mayor Gavin Newsom who told the Chronicle’s Matier & Ross, "I'm absolutely thrilled Carmen will be joining our team. Carmen's track record speaks for itself."

A Picnic at Hunters Point

As the new neighborhood of homes envisioned by Lennar is taking shape at Hunters Point Shipyard, we are also focused on giving residents a great outdoor experience. Views from the newly revitalized Shipyard will offer stunning panoramas of San Francisco Bay.

The plan specifically calls for the creation of Hillside Central Park, spanning from Navy Road to south of Oakdale Street. This park will serve as one of three view corridors in the community and will be accessible by pedestrian trail. Park designers have also created a concept for the Shipyard’s Hilltop location, featuring a promontory overlook, a large sloped lawn and a plaza and picnic area.

Outdoor and recreation improvements will include new park and picnic benches, racks for bicycles, new walkways and lighting, child play structures, rubberized playgrounds and the planting of new trees and other vegetation.

Lennar's vision for the new community was approved this week by the San Francisco Redevelopment Agency. We expect the Shipyard’s new parks and recreation areas will be the envy of all San Francisco.

Breaking News: Federal Agency Supports Health Findings on Low Risk at Hunters Point Shipyard

A new report from a federal agency supports recent findings by state and local public health professionals that grading operations at a construction site pose no significant long-term health threats to residents in San Francisco’s Bayview Hunters Point neighborhood.

Federal regulators also concluded in their report issued yesterday that medical testing of residents is unwarranted. The report was issued by the Agency for Toxic Substances and Disease Registry (ATSDR), a division of the U.S. Centers for Disease Control and Prevention, and included substantial input from the California Department of Health.

“…exposure to the levels of asbestos measured around this excavation was estimated to have risks that, on a personal level, would be considered low,” the report concluded.

ATSDR recognized that the San Francisco Department of Public Health (DPH) and the Bay Area Air Quality Management District (BAAQMD) “have taken many steps to protect the public” in regulating construction at the construction site.

Extensive analysis has been conducted by the San Francisco and California Departments of Health, the BAAQMD, an independent environmental consulting firm and Dr. John Balmes, Professor of Medicine at the University of California San Francisco and one of the nation’s foremost physicians studying air-borne pollutants. All of these public health professionals have concluded that the long-term health risks posed to local residents from exposure to naturally occurring asbestos in dust is low.

“I agree with DPH that it is highly unlikely that exposure to naturally occurring asbestos from grading operations at Parcel A will create a significant risk to human health in the community,” Dr. Balmes concluded in a separate analysis he recently submitted to community leaders.

The Doctor is In

On Monday, Dr. John Balmes, Professor of Medicine at the University of California, San Francisco, appeared before the Bayview-Hunters Point Citizens Advisory Committee to discuss his role in evaluating conditions at Hunters Point Shipyard.

Dr. Balmes is chief of Occupation and Environmental Medicine at San Francisco General Hospital where he frequently treats members of the Bayview-Hunters Point community. He is widely acknowledged as an expert in the field of environmental causes of respiratory illness.

Dr. Balmes has conducted a review of air monitoring data at the Shipyard at the request of community members and ministers. His time and expenses are being paid for by Lennar but he reports directly to the community and his findings are fully independent.

After careful study and a tour of the Shipyard, Dr. Balmes has concluded that naturally occurring asbestos found at the site poses no “significant long-term health risk to the community.” Furthermore, Dr. Balmes concluded that health concerns reported by some residents “predate construction and involve symptoms that are not associated with exposure to naturally occurring asbestos.”

Dr. Balmes independent findings are consistent with determinations made by the San Francisco Department of Public Health as well as state and federal officials. We believe they are further proof that Lennar’s construction of a new, vibrant neighborhood is a positive development that can only serve to improve residents’ quality of life.

49ers Faithful? – Only if the Team Stays in San Francisco

This year’s San Francisco Chamber of Commerce annual football booster luncheon lived up to the advance hype thanks to Sen. Diane Feinstein who led the charge to keep the San Francisco 49ers playing in the City by the Bay.

“Where do you want the 49ers to continue to play?” asked the senior senator from California of the sold-out crowd “San Francisco!” the audience roared back. Twice.

While a spokeswoman for the team talked about the supposed appeal of Santa Clara as a site for a new 49ers stadium, Feinstein was having none of it

“NFL teams belong in big cities,” the senator declared. “That’s why it is so hard for me to imagine the team anywhere but San Francisco.”

Lennar stands ready to make a new stadium a reality, working with San Francisco city officials to develop a new site near Hunters Point Shipyard. We hope the 49ers will stay in the city where they have made so many great memories. But with or without the team, Lennar’s redevelopment in Bayview-Hunters Point will include a sports venue and numerous other recreational facilities.

What’s Really Impacting Grades in BVHP

Children going to school in San Francisco face a multitude of challenges. Psychologists and social scientists have known that for years. But now San Francisco school officials are reporting that children from the city’s toughest neighborhoods are showing signs of post-traumatic stress disorder caused by the murder, violence and trauma they witness on an almost daily basis.

As The Chronicle reported on Sunday trauma-related stress is causing student grades and test scores to slip, keeps kids from paying attention in class and in the most extreme cases causes school children to act out feelings of hostility or aggression.

As The Chronicle reports in the case of one girl the sight of cockroaches in her family’s infested apartment, the constant presence of police patrol cars and discarded syringes found on city sidewalks were enough to trigger PTSD symptoms such as withdrawal, fear and anxiety.

These experiences have been all too common for the residents of Bayview-Hunters Point. But after years of hopelessness, there is hope.

Lennar’s redevelopment of Hunters Point Shipyard is the first step in restoring neighborhoods, cleaning environmentally damaged land, creating hundreds of acres of parks and open space and restoring residents’ pride and responsibility for where they live.

The community’s children deserve a future and a safe, healthy place in which to grow and learn. Lennar is committed to giving these kids that chance.

Recently, Yvonne Hines, owner of Pralines by Yvonne, was presented with an award naming her “2007 San Francisco Small Business Owner of the Year.” Located at 5128 Third Street in San Francisco, Ms. Hines took over a vacant storefront along the new T-Third line in October 2006 and is helping revitalize the Bayview-Hunters Point community. Yvonne Hines is a San Francisco native and has lived in the Bayview-Hunters Point for over 25 years. Her culinary experience began in 2003 at her home where she perfected her special recipe of pralines, a confection pecan candy originating from the Old South. Ms. Hines began her mission to bring something sweet into every child’s life by hosting an annual Easter Egg hunt with a basket of pralines as the grand prize. As a result, family and friends encouraged Yvonne to make pralines for various gatherings, launching Yvonne into a business she immensely enjoys. The small order request quickly grew into large orders of 100-200 guests at local events and now she is living her dream of providing the public with a quality product and expressing a God given talent that was passed to her by her late grandmother, Vermell Hines.
